After all this time, I got round to looking back at the magazine world. Cheers for the comments from GEMSMFAN & Whyperion. I got this magazine at a charity shop (Since Moved) in Berwick Upon Tweed, near the Scottish border in England , quite a number of years ago, I do have another mag from there, and a few other publications from Germany and France, Still to scan. Noticed I've put Volume 6 in the entry, It is wrong as it should have been 61. Time to wake the moderator up over this - Me and my finger trigger happiness!!!
The Bulletin is probably a little like ' Underground News' , the monthly LURS (http://www.lurs.org.uk/) publication covering London , but with the odd international comment where it relates to London in some past or present way. I had a whole pile of Underground News but sold them off without scanning before Magazines World was launched.
The Bulletin, which looks like a glossy now also, used to be a typed 10 to 20 page stapled paper, with no photos, but would quite often include hand drawn track diagrams (mostly old trolley lines in NYC) and it was then called New York Division Bulletin. It was only sent to New York Division ERA members, who could only get membership after national ERA dues were paid.
I recall it spent detail describing subway train number line-up's, car scrappings, etc. unsure, if it still includes such detailed info.

I would imagine some professionals and transport planning companies in the UK ( Atkins , etc ) , would get copy for their library and/or membership. Looks like at some time Headlights has become an annual publication , and Bulletin the monthly issue , much like some other transport interest groups or professional institutions around the world.
interesting, a UK collector having this magazine. I notice the $10 price. Is this available at the newsstand now? and in the UK?? This was a magazine that was only sent to association members. I've got several issues, as I was an ERA member for about a year and in 1976, the magazine was just a black and white glossy then. I had a teacher in school, who was a rail buff, like myself, and he would give me issues of this also. Anyway, it's been published since 1939!
