I don't think it is the cache since I've observed this problem for probably three years or something. It's been other way years ago. I just didn't venture to ask so far.

This is about all 45worlds.
I think, I've lately noticed couple of newbies not having such a problems.
I just think, if this blocking is intentionally applied, it is kind of offensive... so I share my feelings.
