The LPs we were discussing in relation to ELO are re-issues some years after the first edition. They are the same, in the sense that the cover art has not changed, and in some cases the label hasn't either.

So is the policy in those cases that the later editions should be added to the first entry? That isn't how I thought we were doing things?

If we are going down that route, should we say that a new entry is only required where there is a change of label/format/sleeve design?

That seems like a lot of virtually identical entries clogging up the discographies to me.
As I see it, as long as the scans are identified as Reissue 1, 2 etc. and with the dates added to the notes, most if not all reissues can be added to the Initial release.
See here for an example.

Trouble is if the initial release is not in the database, or if no pictures are added it again becomes messy.

Yes same Cat#.. If there is a different cat#, or if it's on a different label then there should be a new entry certainly.
