I have found several albums listed that I own, with no cover or label images uploaded - or labels only. I would be willing to scan and upload them, but don't wish to offend the member who created the listing and took time to type in all of the data. I realize that many members are still learning to scan and stitch 12" album covers, so I have waited in most cases. Are there any rules or protocols to follow?

Speaking for myself (and, I suspect, most members), go for it! I don't think anyone minds images being added where there are none at present. In the worst-case scenario (did I really type that? Shoot me now...), we'll end up choosing which to hide. Just make sure you follow the Image Submission Guide, and all should be tickety, and probably boo too.
Also don't forget to check your albums against releases that already have images uploaded, if your labels are variants or later/early pressings than the previously submitted ones then these can be added with a note describing the difference(s).
I've added several to albums I own. Think more in a sense that you're doing them a favor by adding them. If they choose to add them also later, then I have no gripes, if their images overtake mine. Album images take much longer and I use a standard flatbed scanning the 4 corners and then merging them. Sometimes, only 2 scans (bottom and top) are OK, when the outer field is plain (no small text or logos).
Definitely add images to records that others have added. Many people aren't able to upload images, but want to contribute records anyway, and they hope that others will add images later.

...plus the task is so big, most of us couldn't possibly add all the images we would need for our collections. My collection's not that big (mind you, it's not that small either) (ooer missus!) and it's already clear that scanning will be an "ongoing" task for the foreseeable future. I'm fine with that but of course the more images the better. It's great when someone else fills in a gap or two as it makes the queue that teensy bit smaller!
That what I am doing too. I am just photographing all of my collection though. If the album is missing from the database, I add it. If it has already been entered I check to see if my release matches it and then add my images. If my images are better than the existing ones I will replace them (and hide the originals). I am almost finished entering my O's and have the P's already photographed ready to crop and add the scanned inner sleeves and labels.
