They do have their own programmes, but also have their own record labels too, and 45cat/worlds keeps them all united.

They do have their own record labels, but the availability of the records is not restricted to the parts of the UK they originate in. Broadcasting, on the other hand, is - so they are specifically Welsh/Scottish/Northen Irish programmes. Records available in England come from all corners of Britain.

Although there's far more of a case for separating them out on this World as opposed to any of the others, I'd go for consistency first. You can avoid problems later on that way: for example, if Dr Who is made in Cardiff for the network, which country do you put it under.
Reason I suggested this was I was channel hopping when I hit S4C which is a Welsh Channel and has Welsh dedicated programme's which are only shown on this channel so I thought it was only right they should be listed under there own flag.

Trouble is that S4C is now little more than a subsidiary of the BBC. The BBC itself also makes TV programmes in Gaelic in Scotland (I don't know if they do any in Irish in NornIrn).
'Programmes In Welsh'
were sometimes broadcast on BBC1 during the 60s/70s in the afternoon slot after watch with mother. (notably I think Pobol Y Cwm - or did that start much later in the 80? ) I always thought they were for welsh speakers living in London !

Because the transmitter set-up in the early days of UHF meant that people living in eastern/north-east Wales couldn't get Welsh-language programmes from transmitters in Wales, some were broadcast in the middle of weekday afternoons from the transmitters serving the NW, W Midlands and West of England. Why this meant that they had also to be broadcast on transmitters in the eastern half of England (including London) I'm not sure about. Possibly a case where the technical set up meant that it was 'all-or-none'.
S4C wasn't a subsidiary of C4: it was an independent service which - as part of its remit - re-transmitted some of C4's programmes time-shifted out of peak hours.
I was thinking and it could cause problems and end up adding other islands local channels like Gibraltar. So it best to keep them has United Kingdom.
I don't agree with not allowing areas like Gibraltar to have their own. Locations in and near the UK, keep them as UK, but Gibraltar is far enough removed physically from the UK that it can stand on its own. I just checked and Bermuda has its own tag and it has the same status as Gibraltar (British Overseas Territory).
