I used to work in various types of factory environments. Usually speed is the main factor involved. I would make a guess that what actually happened is no one gave a fig about what the stamper number was apart from the fella who made the negative/positive lacquers and stampers themselves. Once on the machine they just whack out the copies until the stamper wears out. In the packing dept - which is what you see in photo, the ladies were probably delivered the vinyl by trolly (that's one on the left). The record discs in this photo are delivered to the desk sandwiched between what looks like thick felt discs to me, on the desk in front you can see separate piles of the inner & outer sleeves. No doubt out of shot was a lad who had to go round and collect bundles of the finished items on another trolly.

I would have imagined that there were several pressing all working at once - a couple of 1000 pressings then moved to the packing department who would have started from the top of the pile (with higher numbers) and not the bottom of the pile.

never trust matrix numbers to be an indicator of a 'first pressing', if you do get a 1/1 matrix number on a massive selling LP then it is most likely to indicate a 'repressing' made many years later. Unscrupulous ebay sellers might switch sleeves.
