DVD formats NTSC vs PAL and the 'cut film' argument

I can buy any DVD from any Region, and It will play In any of My players, as all are Multi-Region Hacked. But In the early days of DVD Machines, they were all locked to the Region of the Country You bought them In. But If You bought a Japanese player that had a Karaoke feature on It, This would play any disc for any Region. Sort of the very first Multi-Region player on the Market. In the TV Repair side of things. To remember the US Frame Rate, We used to say "Never The Same Colour Twice, or NTSC. H.

Funny, we used to describe PAL as "Picture Always Lousy"...
