I think if you change the 220 to 250 it would be OK. Load the image into paint and go to Image, Resize, and make sure Maintain Aspect Ratio is checked. Enter the new size (250) and the other will auto adjust, then try and upload.
When I have an image that has a smaller-than-required width or height, I just expand the background canvas a bit, without actually enlarging the image itself.

Images from moderators and many established members aren't checked, but recommending that newer members expand the canvas of their images could lead to them being sent for further editing by the moderators checking images (and they can be very strict ) . So I'd ask folks to increase the size of their images rather than change the canvas size.

When you get to doing books or box sets like this, you have to expand the canvas to be able to upload the image of the spine. See image number 2105462.
