 yes, it does seem peculiar that the first album released on the german decca-american series label should be by a british group, but the who were signed via shel talmy to the american decca, not to decca proper in the uk, which is why their records were released in the uk on the brunswick label, being only licensed to decca uk, rather than being decca uk's recordings.

(the uk licence to the merkin decca label's recordings could have been negotiated by any uk record company interested, and making a good enough offer, as there was no longer any direct shared ownership linkage between the uk & us decca companies - and, indeed, us decca would eventually be subsumed, along with kapp, parrot, etc, into the music corporation of america - mca - and, after a period being distributed by in the uk by decca, the mca label's records shifted to emi distribution: it just happened to be with decca and its subsidiaries for most of the british empire/commonwealth at the time.)
