 Probably one of the reasons the A-side wasn't a re-issue priority was because Stalin died in 1953, making the song out-of-date.

 "Joe" is Josef Stalin. This is a "Cold War Song".
Lyrics would be impossible today.

 Hank made seven releases as Luke The Drifter. This was a "Cold War" critique of Josef Stalin, and was promoted by MGM to be a big seller, spending a great deal on advertising etc. When the record flopped, MGM refused for years to issue the song on an album. However, the single stayed available. Poor sales, but a great record.
