In addition, this version of "Anniversary Song" is listed (among several other versions) on the Honor Roll of Hits in the same Billboard issue, based on the survey for the "Week Ending February 14", confirming that the record was already available then (it was not mentioned in the previous week though). As often noticed before, Billboard's Advance Record Releases were not always in advance.

Can regular mortals access these archives too? And if yes, how?

 Three words: Sony Music archives.

Just out of curiosity, how do we arrive at a release date of February 3, 1947, when the record is first listed among the Advance Record Releases of Febr. 22, and Billboard itself says that it'll usually take another two weeks before the records are actually on sale? I know you can't always trust the Billboard listings, but still wonder what the evidence for this earlier release date would be.

Sides flipped. As often said on 45cat, matrix numbers in the USA generally don't say anything about the "plug" side, only about the recording sessions which were about eight months apart in this case, see adjusted notes. Whereas "Anniversary Song" was a newly recorded cover of the Al Jolson song featured in The Jolson Story (premiered on Oct 10, 1946 in the USA), "Heartaches, Sadness And Tears" was a remnant from an earlier session with Spade Cooley's orchestra. So we can presume that "Anniversary Song" (actually a waltz composed by Ion Ivanovici in 1880, "Waves of the Danube", with new lyrics), was also the intended hit.

Despite the matrix number order, "Anniversary Song" would have been the hit.
