 I think the basic idea was given the nature of records and jukeboxes with heavy tone arms, RCA probably thought that if one side wears out, the juke box owner simply flips the record and away you go. Not a bad idea.

 This is one of the first issues of a new RCA Victor series - or rather a business idea: why should we clog the juke boxes with B-sides that nobody wants to hear? Give them the A-side twice! Something that became popular only some decades later for promo records.
