For my eyes it looks as if Любимая Мелодия (Side B) repeats the name of the orchestra leader (А. Семенова).
Гавайский Вальс (Side A) lists another name but definitely not Charles E. King.
My own transcription results in И. дунаевского which Google translates as "I. Dunaevsky" - which seems to make sense after all: Isaak Dunayevsky
I also found what the first three letters mean: обр. stands for "arr." i.e. arranged. |

| | Actually I didn't know that there was any jazz in the Soviet Union, but it seems so. Semenov (other Latin transcriptions may exist) was apparently a jazz trumpeter, and here is a Russian article about him, with photographs of him and his tombstone, both with a trumpet:

There is a lot, though, that I don't yet understand about these records. I looked at https://www.russian-records.com, and it seems as if numbers with a ГРК-prefix are "censorial numbers", so probably assigned when a censor had approved a record as politically not suspect.
The catalog numbers seem to be different for each record. Is that because they are the same as the matrix numbers? Shouldn't we consider the Г or B prefixes before these numbers part of the catalog number? For now, I've added them where they were missing.
Finally, if the label history on Discogs is correct, Noginsk Zabod was evacuated and renamed Tashkentsky Zabod in 1941. If that's the case, this record can't have been released in 1948. Nearby catalog numbers indicate a release date of 1938 instead. |

Missing parts seem to name the orchestra (I don't speak Russian), which I have omitted for the moment for reasons of clarity. Maybe someone can help to fill the gaps.
I can also see that the literal translation of the A-side title (Гавайский Вальс) is Hawaiian Waltz and that the B-side is a Foxtrot (фокстрот), and Google translations tell me that Любимая Мелодия, the B-side title, means Favorite Melody. |
