In the 1950s and still in the 1960s, picture sleeves for singles were rare in the USA, and even when there was a picture sleeve for a record, only a limited number of copies came with it, and not necessarily the first pressing. This picture sleeve here with its promotional text on the back looks like a giveaway for DJs who apparently got their promo copies after the Billboard review with a reconsidered top side had been published.

This record made me briefly wonder about Capitol's Y & Z side indicators. The sleeve promotes "Hot Canary" as the main side, with "What's New" as the flip even though "What's New" is the Y side. It seems that Capitol rethought its promotional strategy very quickly when Billboard gave "Hot Canary" a much better review than "What's New?".
