 Jazz-ban in USSR lasted from 1948 to 1956. Red label reissue is from 1956-57, when many pre- and afterwar titles were repressed from preserved old matrixes and sold well.
In the 1930s, foreign recordings were unconscionably pirated, of course, but they were available and sold in hundreds of thousands. "Thanks" to war, isolation and jazz-ban, many of those 20s-30s tunes were still popular and widely loved in USSR until the end of the 1950s.

 Given that it was issued by the State-owned label, it's far more likely that ownership was compulsory!

 Seems crazy that this stuff was being issued immediately after the Great Purge. A brave man who would have bought it.

 Thanks for the translation! I don't speak Russian, but I noticed that the Russian titles were too short to be an exact translation of the English titles. Now we know why.

 Label name on the green ones translates roughly as Aprelevka Plant Records.

Titles translated simply as Express and In the South
