These two-songs-to-a-side records were produced as part of a 3900/3100 series listed in The Talking Machine World, October 15, 1920, page 231 as "New Educational Records for the Home, Kindergarten and Primary Grades."

In the February 1921 issue of TMW (page 182), were this record is listed, the emphasis of the series seems to have shifted slightly because then it was promoted instead as "Band Records For Community Singing."

Interesting to note that there are two unconnected tracks on each side of this record. When the first selection is finished you have to physically move the needle to the next track by hand. Another interesting fact is that you have two tracks per side but only one matrix no. per side.
I would think that this type of two track record would never catch on with the general public. I do not think that there were very many two track 78rpm records produced in this manner.
