 According to Tim Brooks, the D-prefix (for Double-faced disc) was used by the British Columbia label from 1907-1909 and 1915-1930: https://adp.library.ucsb.edu/index.php/resources/detail/107#Table1.

Matrix numbers 10000–11499 were recorded in Italy, maybe Milan, from 1903–1914: https://adp.library.ucsb.edu/index.php/resources/detail/137#Table6a.

My guess would be that both tracks were recorded in Milan around 1912 and released in the UK around 1915/16. It turns out, Columbia also released the B side on its Spanish-language C-series, as Columbia C 2315, performed by Banda Municipal de Milán (a.k.a. Banda Municipale De Milano):

 Based on the information here I would guess that this was originally released around 1910-1914.
