I have a 10" 78 of "Hawk-Eye" by Chuck Miller, released on Mercury, #70697. It has, what I can only best describe as, a fabric page reinforcement, used to reinforce the punch hole in notebook paper and other binder paper products. It's white and feels like and appears to be made of woven fabric. I've never seen anything like this, let alone on a record. I'm not the original owner so I don't know if this was applied by a previous owner, a dealer or by the factory. I did carefully lift up on the edge of the "reinforcement" to see if it was adhered or embossed and it seems to be a sticker of some sort, and is surely adhered.
My question is if this could be some sort of indicator of a promotional copy, cut-out, etc. Can anyone shed some light?

I've seen something like it - not on a record but used as a cushion for a screw head, eg when a mirror is screwed onto a wall. The circle of fabric stops the screw head biting into the glass and breaking it. Maybe someone just found one and thought of a use for it - to protect the hole in a 78?
I saw a film on Sky Arts at the weekend in which people who had met one of The Beatles shared their stories. Somebody (forgotten who) had ended up with John Lennon's copy of a Lonnie Donegan 78, possibly "Rock Island Line"?, which had a piece of tape applied over the centre hole because it had become damaged from repeated slapping down over the pin. Or something like that.
I saw your image before you edited out the white ring. I think this sticker was meant to reinforce the spindle hole, which looks a bit damaged on the A side. So I agree with Graham7. I assume the sticker became loose at some point and wandered a bit down, where it reattached itself to the label. The problem is that the surface where it is now is nice and flat, not hollowed out below, so the sticker sticks a lot better to the paper label than before.
