Where there less Afro-american on the west than on the other parts of the country ? Race records were mostly bought by Afro-americans at that time, when't they ?
There are African-Americans in the Pacific Northwest, but in relatively small numbers. Oregon passed Exclusion Laws three times (1844, 1849, 1859) and other discriminatory measures to boot, and Washington State wasn't too welcoming either.
Until 1960, 1% or less of the population of either state was black (now it's 2% in OR, 3% in WA). So there simply existed no market for African-American music the way it existed in the South and Northeast.

In which country can I put this great Columbia sleeve ?
Looks like a British one, made for export for Australia and/or New Zealand, but designed by a french artist (see front "Disques phonos" and "Atelier Girbal")
Based on the French words "Disques Phonos" in the logo and the fact that the sleeve was designed by a French atelier (Gaston Girbal. Atelier Girbal, 27 rue Piat, Paris), I'd say this is a French sleeve, regardless of the Australian and New Zealand patent numbers.
This site (http://www.encyclopedisque.fr/recherche.html?rd=&m=0&a=1933&l=0) lists many French records associated with this sleeve, but while their dating of the records may be correct, I'm not sure if the sleeves they show originally came with the record with which they are now associated. My best guess, based on the art deco design, would be 1930s.
Jesse of Green River Rrds on eBay used to sell sleeves for many years, many of which were rare or of foreign countries (Asia, middle East, ...). I managed to get hundreds of her pictures of these sleeves and will spend the summer uploading them. Still have to organize them, crop and process many pictures and do some research first, though.
But these are no scans but photos, like the one I added here. Better have good photos than nothing at all, in my opinion. But let me know if that's a problem for the homogeneity of the site.
It's not like if I took images randomly from eBay, it's an eBay seller that offered me all her pictures in purpose, she knows what I'll do with the pictures, I have her full agreement. It's just like if the pictures were from her private collection.
My question was about the fact that the pictures are not scans but photos, like this one

As long as you have the original scan owners permission I see no problems with adding the images.
As for quality those I've seen look a lot better than many scans on here.

Unable to read the small print on the sleeve, if one knew which country "Who" magazine was published in that would solve the question.
As for dollars on sleeve many countries that made up the old British Empire used dollars e.g. Canada, Australia, etc. It could even be from the US when lots of individuals and organisations were raising money for the Royal Air Force during World War 2.
