I know it was either released in very late 1970 or very early 1971
I looked up the MGM discography of records and this record's cat # is 4 number before Eric Burdon and War's "The Black Man's Burdon" album which was released in December of 1970.
That doesn't mean that this Bill Cowsill album was definitely released at the same time, it could have been assigned a number and held off release until early 1971. However, it's more likely it came out the same time as the war album, so until we come a across a confirmed month or year I think this should stick as the date for now.

Perhaps it just doesn't fit, to be honest I never thought "Poor Baby" was a good single track, it could've worked as an album track or B-side tune, but I really don't think it fits on this release. But my question remains why was it left off the album?
