I didn't actually use the term "cut-out" or "promo" in that way, I was simply explaining why the divot mark was there as this was a radio station giveaway.
Actually cut-out and promo are two different things. Promos are give to radio and press to promote the record. They are often mutilated in some fashion to discourage selling. Cut-out (meaning cut out of the catalog) is when an record has stopped selling and remaining stock is being sold off at reduced price (with no return privileges). They are marked in some fashion to indicate no return.
The net result may look the same; it may be hard to tell a promo from a cut-out after the fact.
