They are often mutilated in some fashion to discourage selling. Cut-out (meaning cut out of the catalog) is when an record has stopped selling and remaining stock is being sold off at reduced price (with no return privileges). They are marked in some fashion to indicate no return.
The net result may look the same; it may be hard to tell a promo from a cut-out after the fact.

[Baby Please Don't Go] Released in late '64 b/w "Gloria," it never quite made the upper brackets of the surveys, but a few months later Parrot-London was smart enough to merely flip it over and ship "Gloria" to all the radio stations and rack jobbers (with "Baby Please Don't Go" still the flip), and the rest is history. Almost. Them's version of "Gloria" was a monster hit in the West, but never quite made it across most of the rest of America. A few months later a prototype punk rock group out of Chicago called the Shadows Of Knight covered it and hit everywhere in the country except the West, where everybody had heard, cruised and danced to and memorized the real original until placebos were unthinkable.
This is exactly as I remember it in the Los Angeles area. I NEVER heard the Shadows of Knight version until a few years ago.
