Often if they have run out of the specially made promo copies, they will take a stock copy and mark it in some way to inhibit sales. On cutouts, one other difference is there is no return policy. Meaning the stores and/or distributors cannot return the product for any credit.

As I obtained this at their Los Angeles distributor and Santa Maria pressed most (or all) of their west coast product, I'd assume this to be a Santa Maria product.

When CBS took over Jet distribution, they re-released this under the CBS consolidated numbering scheme. UA (Capitol?) dumped all their inventory into the cutout market. So you had a situation where a high charting album could be purchased for full price or at a discount from the cut-out bins.
