At that time, the London label was only used in the UK for North American artists, so any UK, European or Australian artists (Shirley Abicair was Australian) didn't need to be released on London in the UK, Europe, Africa and most of the Commonwealth; it was because Decca had sold their interest in their US subsidiary Decca Records Inc. during WW2 that they started London in the US in 1947 for release of their British and other artists, and had a small US roster for a few years after that.

The matrices suggest that this may be a Blue Star recording, but I don't know whether that label operated in Switzerland (where this was recorded - see mention of Geneva on the A-side) as well as France.
